Minister Martin launches Action Plan for People Management – a key deliverable from the Health Strategy “Quality and Fairness – A Health System for You”
The Minister for Health and Children, Mr Micheál Martin, T.D., has today (7th November 2002) launched the Action Plan for People Management. The action plan, which is a key Health Strategy objective, sets a detailed road map for the management of people in the health service over the life time of the Health Strategy.
The Action Plan has been developed through an extensive consultative process over the past eight months, and is an important element in the enhancement of the Human Resource Framework for the health service as detailed in Quality and Fairness. The Action Plan builds upon the seven themes identified during the consultative phase of Quality and Fairness. These seven themes are:
- Manage People Effectively
- Improve the Quality of Working Life
- Devise and Implement Best Practice Employment Policies and Procedures
- Develop Partnership Further
- Invest in Training, Development and Education
- Improving Industrial and Employee Relations
- Develop Performance Management
Commenting at the launch the Minister said “The road map detailed in the Action Plan comprises a substantial number of actions and deliverables intended to provide the impetus for a transformation of traditional personnel administration roles in the Health Service to a modern and dynamic model of People Management.”
The launch of the Action Plan is a vital step in delivering on the commitment contained in the Health Strategy to transform the Irish Health Service into an employer of choice.
The Action Plan will see a greater opportunity afforded to service providers to contribute to service design and delivery in the future.
The Action Plan is essential in order to provide the opportunity for each of the health service workforce to maximise their contribution, in providing key health and social care services to the public.
