Minister Finian McGrath announces the establishment of the Task Force on Personalised Budgets
The Minister said “Central to the Programme for Government is the commitment to empower people with disabilities to live independent lives and to have greater choice and control over the services and supports they need to make that goal a reality. I see the establishment of a Task Force on Personalised Budgets as being key to progressing that commitment.”
The Task Force will have two components, a Strategy Group and an Advisory & Consultative Group. People with a lived experience of disability will be represented on both Groups and I am determined that people with a disability will be at the forefront of the Task Force’s endeavours”, said the Minister.
The members of the Strategy Group have now been appointed and are having a preliminary meeting today. The Minister has decided on the composition of the Advisory & Consultative Group and people will be contacted by the Department over the next couple of days to inform them of the Minister’s decision.
In order to make the Task Force more inclusive, the Minister issued a public invitation to anyone with a lived experience of disability, either as a directly affected person, or as a family member or carer (paid or unpaid), to submit an expression of interest in sitting on the Advisory & Consultative Group. “I was frankly overwhelmed with the response, which was testament to the desire among people with disabilities and their families to be active participants in this important process” the Minister said.
“The National Disability Authority has reviewed the applications, and together we have come up with a list of almost 30 people who I am appointing to the Advisory & Consultative Group immediately.”
Due to the large number of applications, and the sheer quality and breadth of experience that they contained, it was not possible to include everyone on the Advisory & Consultative Group. However, in order to harness the goodwill, practical experience and technical knowledge shown by the applicants, the Minister has decided to establish a Reference Group comprised of those applicants who could not be accommodated on the Advisory & Consultative Group. The Reference Group will assist the Advisory & Consultative Group through participating in consultations at key points in the Group’s deliberations.
The Department of Health will be contacting all concerned over the next couple of days, and as soon as everyone has been informed, the names will be published on the Department of Health’s website.

The Task Force’s remit will be to make recommendations on a personalised budgets model which will give people with disabilities more control in accessing health-funded personal social services, giving them greater independence and choice in accessing services which best meet their individual needs.
