Appointments to the Optical Registration Board
The Minister for Health, Simon Harris T.D., with the consent of the Minister for Business, Enterprise and Innovation has re-appointed the following as members of the Optical Registration Board with effect from 11 February 2019 to 10 February 2023:
Mr Richard Brennan
Mr Brennan is currently serving as Financial Controller, Children’s Medical and Research Foundation. He is registered with the Association of Certified and Charted Accountants. He has worked in Finance Management in the public sector and NGO sector over the last five years. Mr Brennan considers that he has the skill set and knowledge required to review and scrutinise financial and non-financial information in the decision-making process and work with members of the team to ensure that agreed Key Performance Indicators (KPIs) and budgets are adhered to and reported on. He also worked for a number of years in the Nursing and Midwifery Board of Ireland (NMBI), so has considerable knowledge on the regulation of healthcare professionals. His educational qualifications include a MA in Management from the IPA which he completed by carrying out an Evaluation of healthcare regulatory bodies and their consultation with stakeholders.
Mr Patrick McAteer
Mr McAteer has considerable experience in public service. He is a founding member of the Northern Ireland Social Care Council (NISCC) on which he served two full terms holding several senior positions, including as chairperson of its Business Management Committee. Other memberships of public bodies included service as a non-executive director of the Northern Health and Social Care Trust and membership of the Probation Board of Northern Ireland, where he served as chairperson of its Audit Committee. Previous positions held included working as Community and Youth Development Manager of the Upper Springfield Development Trust and 5 years spent as Development Manager with the Greater Turf Lodge Residents Association and Advice Centre. Mr McAteer is currently a volunteer visiting officer with St. Vincent De Paul. His academic qualifications include, amongst others, a BA (Hons) in Humanities.

Mr Seamus Boland
Mr Boland is CEO of Irish Rural Link, a voluntary organisation, which promotes the interest of rural communities, through advocacy and research-based analysis.
Senior management skills include organisational governance matters, finance, HR, negotiation skills. Career to date includes Speech and Drama Instructor, Facilitator, Youth Work Training, Disability Community and Voluntary Sector. Seamus is Chairperson of Pobal and The Irish Peatlands Council, and a member of The European Economic and Social Council. He brings a knowledge of organisational management and matters of governance. His skills in the development of organisational strategic planning have benefitted CORU.
