Appointments to the Health Information and Quality Authority (HIQA)

Following a Public Appointment Service (PAS) campaign, the Minister for Health, Simon Harris T.D., has appointed the following persons as members of the Health Information and Quality Authority.  These appointments are with effect from 26 February 2018 to 25 February 2023.

Professor Deirdre Madden

Professor Madden has worked for over twenty years in varying roles in the healthcare arena. She is currently a Professor in the School of Law in University College Cork, and has for many years taught modules on medical law, ethics, and the regulation of healthcare. She has an extensive knowledge and understanding of the Irish healthcare system and the principles of healthcare regulation from a legal and ethical perspective. Professor Madden also chaired the Commission on Patient Safety and Quality (2007) which made many recommendations for improvement to the health system.

Dr James Kiely

Dr Kiely is a former Chief Medical Officer (1997-2008) in the Department of Health and as such brings a unique insight into the workings of the health system at all levels. He has also acted as a Health Policy Adviser to the Department of Foreign Affairs Irish Aid Programme, was Chair of the Standing Committee of the European office of the World Health Organisation in Copenhagen, and Joint Chair of the Ireland / Northern Ireland/USA Cancer Consortium.

He is currently Vice-Chair of the board of Tallaght Hospital.

Mr Enda Connolly

Mr Connolly served as the Chief Executive of the Health Research Board from 2008-2014. Previously, he had gained over 15 years’ experience as a member of the Executive Management Team of IDA Ireland.

Mr Connolly has more recently been involved in a range of strategic consulting positions for public bodies overseas. He is currently the Chairman (Designate) of Beaumont Hospital.

Ms Caroline Spillane

Ms Spillane is currently the Director General of Engineers Ireland. From 2010-2015, she was the CEO of the Medical Council of Ireland where she led work on the regulation, monitoring and oversight of medical practitioners, medical practise and medical education & training. Prior to that appointment, Ms. Spillane held the role of Assistant National Director with the HSE and CEO of the Crisis Pregnancy Agency (2006-2009).   Ms. Spillane is a Chartered Director, holds a Master’s Degree in Communications and is an economics graduate of University College Cork.
