Appointments to the Health and Social Care Professionals Council
The Minister for Health, Simon Harris T.D., with the consent of the Minister for Business, Enterprise and Innovation has re-appointed the following members of the Social Care Workers Registration Board. These re-appointments are a period of four years from 27 March 2019 to 20 March 2023:
Dr David Irwin
Dr. Irwin has served since January 2014 as Leader and Manager of the Communications Team with responsibility for the internal and external communication involved in the merger of DIT, ITT Dublin, and ITB into proposed Technological University in 2016. Dr. Irwin has also been Head of the Department of Humanities (Senior Lecturer Grade 2) at the Institute of Technology in Tallaght since 2000. During his tenure he has established a range of undergraduate programmes in such diverse subjects as Applied Languages, Creative Digital Media, Social Care Practice, and Theology. He has also established inter alia an MA programme in Interactive Multimedia and Design, graduate teacher training programmes in continental language learning and teaching and learning, and research degrees at both masters and doctoral levels. At national level he has served on a number of committees including one which led to the establishment of the Irish Council for the Humanities and Social Sciences. After obtaining primary and masters degrees from UCC he received his doctorate from University of Ulster Jordanstown in 1999. Prior to taking up his current role in ITT Tallaght in 2000 he lectured in Communications in Letterkenny RTC, served as a tutor in Business Communications in UCC, and as a teacher in schools in Canada and Dublin. He has delivered lectures in Europe under the aegis of the Erasmus Programme.
Mr Paul Lyng
Mr. Lyng has spent most of his career working with Bausch & Lomb, a multi-national pharmaceutical company. He served in senior management roles in the firm, including Operations Director Finance for Europe with responsibility for the financial operation of plants in a number of countries including France, Germany, Italy and the Netherlands as well as Ireland and the UK. He was responsible for implementing major changes in the operation of a number of plants, including the plant in Waterford which had been experiencing financial difficulties. The company subsequently expanded its operations in Waterford, improved its financial position and increased employment. Mr. Lyng left the company in 2014 following a restructuring arrangement. He originally qualified as an accountant and his professional qualifications include, inter alia, fellowship of the Association of Certified Chartered Accountants (awarded in 1987) and Certificates in Marketing from the IMI and Director Duties and Responsibilities from the ICAI. He has been attending the Institute of Directors Chartered Director Programme since he left his position with Bausch & Lomb.

Ms Margeret Boland
Appointed from 27 March 2019 to 20 March 2021.
Ms Boland has a strong track record in transformational leadership and quality improvement in the health care academic environment. Since 2015 Ms Boland is the General Manager/CEO, of Connolly Hospital Blanchardstown (CHB) with overall corporate responsibility and accountability for services delivered in addition to financial management, data management and performance improvement in the hospital.
Before taking up her current post Ms Boland worked in St Vincent’s University Hospital for 16 years, initially as a Staff Nurse in the Emergency Department, quickly moving into managerial positions. In 2004 she was Assistant Director of Nursing in the Emergency Department, Ambulatory Day Care, Infection Prevention and Control Department. After 4 years in this role Ms Boland was appointed Clinical Services Manager and stayed in the post until she became the Director of Scheduled and Unscheduled Care Operations in Peri-Operative and Diagnostic Directorate in 2014.
Ms Boland was awarded her Certificate in General Nursing in 1980 and she has continued to study throughout her career. She has been awarded several qualifications including a certificate in midwifery, Diplomas in First Line Management and in Teaching Methods and a Graduate Diploma in Nursing. Her most recent achievement is an MSc in Creative Leadership and Organisational Learning from the Royal College of Surgeons in Dublin.
Mr Edmund Stack
Appointed from 27 March 2019 to 23 November 2019
Mr Stack has extensive experience and expertise of management in the gases, oil and aviation fuelling and engineering industries.
He gained his experience during a career which encompassed engineering contract and commissioning management, progressing to project and operations management culminating in his being Managing Director of a nationwide company.
Mr Stack has managed many greenfield industrial commercial construction projects, including oversight of the civil engineering aspects of the project.
Mr Stack also has experience as a Director and Board Member. He has served on two State Boards; Eolas [Science and Technology Agency] for 5 years and the NSAI [National Standards Authority of Ireland] for 10 years. He chaired the Audit Sub-Committee for 5 years and the USA Division of NSAI in New Hampshire for 5 years. He is currently on the Board of SECAD [South & East Cork Area Development] – a rural development and social inclusion initiative.
Mr Stack participated in an Advanced Management Diploma Course at the Irish Management Institute. As part of his board training with the Institute of Public Administration, Mr Stack gained extensive knowledge of corporate governance including board performance procedures, human resources, operation of finance and audit and risk assessment.
Following a Public Appointment Service (PAS) campaign, the Minister for Health, Simon Harris T.D., with the consent of the Minister for Business, Enterprise and Innovation has appointed the following members of the Health and Social Care Professionals Council:
Dr Vivienne Byers
Appointed from 27 March 2019 to 20 March 2023
Dr Byers qualified as a Speech & Language Therapist and practised as a clinician and healthcare manager for 15 years. She has worked in academia for the past 17 years, based in the College of Business, Dublin Institute of Technology (DIT). Dr Byers lectures and conducts research in the areas of change management, strategy development, Irish healthcare management and national health policy. She is a member of a Leadership Team of a cross-college research institute in DIT bringing together researchers, external funding partners and national and international collaborators.
Dr Byers leads the Environmental Sustainability and Health Institute Policy Group and is also a member of the Irish Academy of Management Council representing business/management researchers North and South. She is a member of the Management Committee of the Irish Social Policy Association and a member of working committees within DIT with leadership responsibilities.
Dr Byers has an interest in community involvement and has contributed her expertise to the Patient Experience Survey at Tallaght Hospital, Dublin and been an award judge/advisor at the Docklands Innovation/DIT Student Enterprise competition.
Mr Tom Rooney
Appointed from 27 March 2019 to 20 March 2023
Mr Rooney is a highly experienced Operations Director with 20 + years working in operation, sales and marketing in high profile businesses. He is currently employed by Roberts Roberts Ltd for the past nine years and has overseen 10% growth of the business during that time. Previously he has worked in Dairygold Co OP Society and Unilever Bestfoods where he started as a merchandiser rapidly rising to the position of Product Manager in 1998.
Mr Rooney has a Marketing degree from the College of Marketing and Design and has completed a number of additional qualifications including Internet Webmasters and an Advanced Management Programme.
In his spare time Mr Rooney is head mentor for Clontarf U14 GAA football team and for the U15 Rugby team.
