Appointment to the Nursing and Midwifery Board of Ireland
On the nomination of the Health Information and Quality Authority (HIQA), the Minister for Health, Simon Harris TD, has appointed the following person as a member of the Nursing and Midwifery Board of Ireland (NMBI). This appointment is from 15 February 2018 to 14 February 2022.
Kathleen is Board Secretary and Chief Risk Officer with the Health Information and Quality Authority. This role includes the establishment and implementation of the governance arrangements for the Board of HIQA and the establishment and implementation of HIQA’s risk management framework.
Kathleen was a civil servant at the Department of Health where she worked on the policy areas of alcohol, drug policy, sexual health and in the development of the health promotion strategy.
She was appointed by the Department of Health to work with the interim Health Information and Quality Authority, whose remit was to make the preparations for the establishment of HIQA.
Educational qualifications include a BA from UCC, a Masters of Philosophy from Trinity and a Diploma in Management from Dublin Institute of Technology’s Faculty of Business. She is also a registered Management of Risk Practitioner and has a Professional Certificate in Governance from UCD.

Denis is the Chief Administrative Officer of the Association for Dental Education in Europe (ADEE) a Pan European organisation whose focus is on the coordination and alignment of dental education throughout Europe. Working closely with the President, Senior Officers and Executive Committee of ADEE, Denis’ responsibilities includes advising on issues of European and Global dental education, developing policy and protocols for the promotion and advancement of dental education in Europe and advising the Executive Committee of ADEE on issues of strategic direction.
Prior to joining ADEE Denis was a member of the Dublin Dental University Hospital Corporate Services Team where he was responsible for the facilitation of the hospital’s quality, accreditation and certification project, management of the procurement function and for providing guidance to the Senior Management team on regulatory and legislative compliance.
Prior to coming to Dublin Dental School and Hospital Denis worked in a variety of roles within the private sector where he has a proven track record in change and project management as well as ISO certification.
Denis was appointed to the Nursing and Midwifery Board of Ireland in February 2013 where he additionally sits on the Preliminary Proceeding and Ethics committees. Denis is an Accreditation Council member of CHKS a UK healthcare accreditation body. He is board member and former chairperson of the Irish Society for Quality and Safety in Healthcare and has previously held the position of Hon. Sec. of the National Accreditation Managers Association of Irish hospitals.
